2021/2 numbered Presidential Circular, which includes the implementation of the 2021-2030 Road Traffic Safety Strategy Document and the 2021-2023, 2024-2027, and 2028-2030 Road Traffic Safety Action Plans within the framework of the United Nations goal of reducing traffic fatalities and serious injuries by 50% by 2030 and to zero by 2050, signed by President Recep Tayyip Erdoğan, was published in the Official Gazette dated February 3, 2021 and numbered 31384. According to the circular, the speed limits on road structures will be re-evaluated in terms of compliance with current standards, location, necessity, visibility, continuity, and their impact on driver behavior. The speed limits that have been reduced through markings on country roads, especially on divided highways outside residential areas, will be reviewed based on the technical criteria set forth in the Road Traffic Signage Standards Book published by the General Directorate of Highways. Additionally, the compliance of level pedestrian crossings outside residential areas will be checked, and level pedestrian crossings outside exceptions such as schools and hospitals will be removed. In sections where speed limits have been lowered through markings deemed appropriate considering factors such as road structure, traffic density, and pedestrian movement, necessary infrastructure adjustments will be made where speed limits are lifted. City limits signs on intercity highways will be reassessed in terms of necessity and locations. Necessary precautions will be taken for life and property safety on high-capacity roads passing through residential areas maintained by municipalities, and speed limits will be reconsidered. Speed limit regulations and traffic sign practices will be standardized in accordance with the principle that 'traffic signs should be as few as possible but as many as necessary' and made more perceivable for road users. The efforts will be coordinated by the Ministry of Interior and the Ministry of Transport and Infrastructure, and executed by related ministries, municipalities, and institutions, with priority given to designated roads to be completed by September 1st, and others by December 31st.
